1948 Upper Colorado River Basin Compact. Arizona was apportioned 50,000 AF of water for territory in Upper Colorado River Basin drainage,
remaining distributed based on these percentages: Colorado, 51.75%; New Mexico, 11.25%; Utah, 23.00%; and Wyoming, 14.00%. 
1956 Colorado River Storage Project Act.  Authorized several dams including Glen Canyon Dam to allow for upstream storage and development of upper basin while still meeting required delivery to lower basin.
