Aquire water data for the geocoded industries potentially involved in the Browsville Ecopark (including quantity and quality)
Build and incorporate GIS attribute tables for each industry using the water data
Determine constraints ("rules") for water exchange sources (e.g. distance, cost, quality, quantity)
Create a method to identify exchange opportunities in the region
Learn about linear and non-linear programming techniques
Apply programming tools to optimize the water exchange in the region
Integrate into GIS framework
